


S&K Security Group (SKSG) provides comprehensive engineering services for the deployment of RVSS systems tower sites. These services include:
- Complete construction architectural and engineering support
- Civil/grounding and electrical drawings
- Compliance with TIA-222-G/R-56/FAA-019e specifications
The RVSS upgrade systems were initially deployed in Nogales, Douglas, Naco, and Yuma, AZ, as well as Texas and California Areas of Responsibility (AoR). Key aspects of the project include:
- Deployment of microwave backhaul communication systems
- Warehousing and post-deployment Contractor Logistics Support (CLS) for the Integrated Logistics Support Systems (ILSS) for over 200 RVSS sites along the Southwest border
- Maintenance of System Availability requirements, including both preventative and corrective maintenance of the RVSS and IFT Tower sites
SKSG dispatches maintenance crews based on need, with at least two Rescue Certified Climbers, to resolve issues categorized as:
- Priority 1: Critical situations where a sensor package or component on a tower is malfunctioning. Response time: within four hours during daylight or starting at daybreak the following day. If nighttime work is required, crews respond within four hours or as soon as nightfall starts.
- Priority 2: Situations where the tower is still functioning but could become a Priority 1 issue. Response time: within 48 hours.
- Priority 3: Non-critical issues that could wait until the next scheduled Preventative Maintenance (PM) visit.
Additional support provided by SKSG includes:
- Staffing an office/warehouse facility for Radar, Camera, Radio, Communication, and other equipment that make up the RVSS Sensor Suites
- Providing personnel with CBP Background Investigation (BI) clearances to monitor the NOC/SOC and staff the workstations for the RVSS Upgrade at the applicable AoR Command and Control (C2) facilities
- Performing duties required to monitor the NOC/SOC workstations in support of program technical, security, and operational availability requirements
- Aligning NOC/SOC monitoring functions with GDOS’s Integrated Subcontractor Support Plan (ICSP) in direct support of SKSG’s Maintenance and Logistics Support (CMLS) Services for the RVSS Upgrade Program in each AoR
The initial contract award was $35M for a 5-year period starting in December 2019. The program scope was expanded to over 220 sites, including the sustainment of Integrated Fixed Towers (IFTs) in Arizona and additional RVSS sites in Texas. O-Level service includes maintenance for hardware (Multi-Panel AESA radars, EOIR cameras, Pan-Tilt Units, IR illuminators, Laser Range Finders, Microwave Communications equipment), Lines and Antennas, Generators, LP tanks, Security Fence, on-site security systems, and software, including preventative and corrective maintenance, removal, and replacement configuration of faulty line replaceable units.
